At any rate, the summit might be back on again, as the North Koreans swiftly changed their tune after President Trump sent his cancelation letter to Kim Jong-un.

"Our government will do its part in carrying out the Panmunjom Declaration", Cho told reporters, referring to the agreement President Moon Jae-in and North Korean leader Kim Jong-un reached during their April 27 meeting.

During his two-hour meeting with Mr Kim, Mr Moon said he urged both Washington and Pyongyang "to remove misunderstandings through direct communication and to have sufficient dialogue in advance through working-level negotiations on the agendas to be agreed upon at the summit".

Moon said both he and Kim had "agreed the June 12 North Korea-U.S. summit must be successfully held".

Moon and Kim held talks in the demilitarised zone separating their two nations on Saturday in a scramble to save the June summit.

Meanwhile, Trump spoke to reporters about the potential summit from the Oval Office on Saturday night, where he had gathered with lawmakers to celebrate the return of Utah man Joshua Holt, who had been jailed in Venezuela for almost two years and finally freed.

"We're talking to them now", Trump said of the North Koreans.

Last year, Trump and Kim were trading war threats and insults after Pyongyang tested its most powerful nuclear weapon to date and missiles it said were capable of reaching the U.S. mainland. "We'll see what happens", Trump said.

Trump rattled the region on Thursday by cancelling his June 12 meeting with Kim, citing "open hostility" from Pyongyang.

But North Korea's propaganda took a very aggressive line with the USA since Wednesday, threatening nuclear war and bashing Vice President Mike Pence.

Moon said military generals and Red Cross officials from the Koreas will also meet separately to discuss how to ease military tensions and resume reunions of families separated by the 1950-53 Korean War.

"What Kim is unclear about is that he has concerns about whether his country can surely trust the United States over its promise to end hostile relations (with North Korea) and provide a security guarantee if they do denuclearization", Moon said. "That hasn't changed", the US leader said.

The agency said the two leaders had reached a "satisfactory consensus" and expressed "their stand to make joint efforts for the denuclearization of the Korean peninsula". The US has banned its citizens from entering North Korea, which has a history of detaining US citizens.

Kim and Moon held a landmark summit at Panmunjom that saw the two agree in late April to work to remove all nuclear weapons from the Korean Peninsula and, within the year, pursue talks with the United States to declare an official end to the Korean conflict, which ended in an armistice.
