DOJ Inspector General Michael Horowitz wrote that he found Comey's use of personal email to be "inconsistent with Department policy", citing what he called "the absence of exigent circumstances and the frequency with which the use of personal email occurred".

FBI director Chris Wray told reporters the FBI accepted the report's findings and was making changes, including requiring further training for FBI employees and re-emphasising the importance of objectivity.

Sessions spoke at Lackawanna College in Scranton, Pennsylvania.

Instead, the report says, Comey made a "serious error in judgment" by notifying Congress, just days before Election Day, that the FBI had reopened the email investigation involving candidate Hillary Clinton. "I don't care what anyone says, it looks bad".

Open has gone to new courses two of the last three years, and Jack Nicklaus is among those who feared it had lost its identity. But, obviously, you need a good round [Saturday] just to give yourself a chance. "Unfortunately, I went the other way".

The White House said the report confirmed Mr Trump's "suspicions" about Mr Comey and about the "political bias among some of the members of the FBI". Where were Trump's "good instincts" when he decided Comey would carry on as Federal Bureau of Investigation director? "There was total bias", Trump declared Friday.

President Donald Trump declared Friday he thinks the Russian Federation probe is "very biased" and has reservations about being interviewed by special counsel Robert Mueller, raising more questions on whether he will consent to an interview as part of the investigation.

In January previous year, Horowitz had announced to launch a probe into the department and the FBI's handling of the investigation into Clinton's private email server.

The report will contain additional text messages between the two that have not yet been released to the public. "I beat Bush dynasty, and now I guess hopefully I'm in the process of beating very dishonest intelligence", Trump said.

The report also criticized FBI agent Strzok and former FBI lawyer Page, who were having an affair, for exchanging anti-Trump text messages that "cast a cloud" over the credibility of the investigation, but found no evidence "that these political views directly affected the specific investigative decisions that we reviewed". President Donald Trump stated Comey's handling of the Clinton investigation as one of the reasons he fired Comey. "I did a great service to the people in firing him", Trump tweeted. "Good Instincts. Christopher Wray will bring it proudly back!" The report acknowledged that certain emails appeared to contain classified information, but investigators determined the FBI's conclusion that Clinton did not intend to expose classified information was legitimate.

The running political commentary between the agency employees included one comment expressing a desire to "stop" Trump's election. Trump tweeted on Friday.

The 500-page report also concluded that the Clinton email probe was not tainted by political bias, even though it was critical of two Federal Bureau of Investigation staff members who exchanged highly charged political messages over Trump, finding that their texts created the appearance of bias and cast cloud over the Federal Bureau of Investigation.
