Because hurricane preparedness activities become hard once winds reach tropical storm force, the Watch is issued 48 hours in advance of the onset of tropical storm force winds.

The second installment of Kirk, resurrected Wednesday from the first Kirk's remnants, was continuing to trek west toward the Caribbean at a decent clip, although not quite as fast as earlier in the week. As of the 11 AM advisory from the National Hurricane Center, Kirk has maximum sustained winds of 50 miles per hour.

Kirk's remains were about 800 miles east of the islands that form the eastern perimeter of the Caribbean on Tuesday afternoon, and over 2,300 miles from South Florida.

Little change in strength is forecast until Kirk moves through the central Lesser Antilles Thursday afternoon and evening.

According to the NHC, the centre of Tropical Storm Kirk was located near latitude 12.1 North, longitude 54.3 West and is moving toward the west near 18 miles per hour. "The chance of tropical development over the next five days was 70 percent".

A Tropical Storm Watch means that tropical storm conditions are possible within the watch area, in this case within 36 hours.

"It could threaten parts of the Windward Islands with strong to perhaps damaging winds and heavy rainfall by Thursday night or Friday", Dan Kottlowski, a hurricane expert with AccuWeather, said. They warn of life-threatening flash floods and mudslides.
