State emergency chief criticizes local preparedness as Hurricane Michael approaches

Hurricane Michael intensified to a Category 2 storm Tuesday morning as it churned through the Gulf of Mexico toward Florida - where it could make landfall Wednesday as a Category 3 storm.

Governor Rick Scott´s office said mandatory evacuation orders were in place for parts of Bay County, which includes the popular Panama City beach resort, and areas in nearby Gulf and Franklin counties.

Michael has strengthened to a major hurricane with wind speeds of 120 miles per hour as it churns across the eastern Gulf of Mexico, according to the latest advisory from the National Hurricane Center.

The storm is strengthening and expected to hit the Florida Gulf Coast as a risky major hurricane Wednesday, according to the National Hurricane Center.

Besides the unsafe storm surge, residents should also prepare for torrential rain and major flooding, Scott said, with 4 to 8 inches of rain expected and even 12 inches possible in some areas.

Authorities told residents and tourists in at least 20 Florida counties to evacuate coastal areas along the 200-mile (322 km) long Panhandle and adjacent Big Bend region.

"You haven't got anywhere to go (if the bridges close)", he said Tuesday morning.

Michael set to come ashore across Florida on Wednesday with 120 miles per hour winds as a Category 3 storm.

While Florence took five days between the time it turned into a hurricane and the moment it blew ashore in the Carolinas, Michael gave Florida what could amount to just two days' notice.

As the storm moved north it battered Mexico's Yucatan Peninsula and western Cuba with drenching rains and winds of up to 130km/h, forecasters said.

Since 1851, Florida has had 36 hurricanes make October landfalls, including 10 major hurricanes. That's just below the threshold for a "major" hurricane, and forecasters say they still expect Michael to get stronger.

The storm will track up through Florida and Georgia before moving into North Carolina, bringing 2-5 inches of rain along with the threat of flooding and wind gusts of up to 60 miles per hour. The storm was expected to hit land around midday Wednesday, said National Oceanic and Atmospheric Administration forecaster Kenneth Widelski.

Even though the hurricane is passing to the west, Flagler County residents face an 18 to 40% risk of tropical storm-force winds on Wednesday and Wednesday night, Flagler County officials said Monday evening. This is in contrast to recent major storms, such as Harvey in 2017 and Florence in 2018, which made landfall in the United States and then stalled out.

Ivey signed the emergency declaration Monday in anticipation of wide-spread power outages, wind damage and heavy rain associated with the storm.

"I ask all Georgians to join me in praying for the safety of our people and all those in the path of Hurricane Michael", Deal said.
