Gardner is the first Senate Republican to call for ending the partial shutdown even without a deal on Trump's demand for $5 billion to fund a border wall.

Drew Hammill, a spokesman for Pelosi, tweeted in response to Khanna on Wednesday, pointing out that the federal law remains in place regardless of what rules House Democrats adopt - and that including the measure in the rules would allow Democrats to "designate appropriate offsets" rather than allow the Trump administration to make the across-the-board cuts mandated in law. "He could not give a good answer", Schumer said.

Thursday marks the first day of divided government in Washington since Mr. Trump took office in January 2017, as Democrats took control in the House from his fellow Republicans, who remain in charge of the Senate.

The Democratic package to end the shutdown includes a bill to temporarily fund the Department of Homeland Security at current levels through February 8 as bipartisan talks continue.

How has the shutdown come about?

The shutdown is affecting about a quarter of the portion of the federal government funded by Congress, since the Pentagon and major agencies including the Department of Health and Human Services have already been funded through September 30 by spending bills passed by Congress earlier in the year.

But Democrats contended the GOP should back the spending measures, because the Republican-controlled Senate or its committees voted overwhelmingly to pass them before the president reversed course and announced his opposition in December to any plan that lacked border wall funds.

Pelosi presides over a diverse collection of representatives - the 116th Congress includes 102 women in the House and 25 in the Senate, a new record, and also sets new thresholds for black, Hispanic, Muslim, Indigenous and LGBTQ members - that is girding for battle with U.S. President Donald Trump. Talks are expected to resume on Friday.

Mitt Romney: Trump's actions have caused worldwide dismay
This is the kind of guy who has absolutely decimated the Republican Party", Bongino, a former NRATV commentator, said. Rand Paul of Kentucky said the 2020 election hopes of many Republicans in the Senate and House will be tied to Trump.

The first day of a new Congress is usually like the first day of school.

The halls of the Capitol were bustling with arrivals, children in the arms of many new lawmakers.

"There is no reason it shouldn't be before the Congress", Sherman told the LA Times.

There were still receptions and flowery speeches to supporters who travelled to Washington for the occasion.

It was a short celebration before the really hard work begins.

This was the opening move, however.

"We did not come to play", the freshman class of 2019 has made clear to the White House which continues to live in its parallel universe of a border wall funding demand that was Trump's bedrock promise in 2016.

Trump himself contended it's the Democrats who see the shutdown fight as "an election point".

She says she looks forward to welcoming him.

She's also served as the House minority whip, becoming the first woman in United States history to hold that post as well. "We can go through the back and forth. No".

As of Thursday, 102 women serve in the House, an all-time high, including 36 newly elected members and a record 43 women of colour.

But some Republican senators appeared open to at least part of the Democrats' proposal. Pelosi fired the first bombshell of her first day as Speaker, suggesting that indicting a sitting president is not off the table.

Nancy Pelosi, 78, stood in front of the US Congress surrounded by her grandchildren and the grandchildren of other members. She was forced to navigate simmering party unease that saw dozens of House Democrats and candidates signalling a desire for change at the top.

Carol Miller of West Virginia is the only new female Republican representative, bringing the total number of conservative women in the House to 13 - a decrease from 23 before the mid-term elections.
