Here's Where the Shutdown Stands Ahead of President Trump's Primetime Speech

While most Democrats have claimed Trump did not have the authority to order the military to build the wall, Chairman of the House Armed Services Committee Adam Smith (D-WA) acknowledged Sunday that the president does have the authority.

President Donald Trump will declare to an American television audience Tuesday there is a crisis at the U.S. southern border and that a wall is the best and only remedy - an exceptional step, at odds with facts, to fulfill his central campaign promise.

The list of networks that confirmed they're carrying the address includes: ABC, CBS, CNN, NBC, PBS, CNN, Fox News, Fox Business and MSNBC.

As others have pointed out, both President Obama and President Clinton had big prime-time addresses ignored by the networks when they were deemed insufficiently newsworthy.

Many Trump critics posted messages on social media urging the networks not to air an address that could be filled with falsehoods. Hoyer said he believes even more Republicans could join them later this week when Democrats begin holding votes on individual spending bills that were written a year ago by GOP committees.

John Bolton said Sunday, during a visit to Israel, the military pull out depends on defeating the Islamic State terrorist group. The remarks represent a departure from the president's earlier statements about the timeline for US involvement in Syria.

"The case is fairly easy to make if people know the statistics", said the official, despite acknowledging Trump's critics are likely to dismiss at least some of the numbers in the speech as lacking context.

When commenting on the reasons why people oppose Trump's wall, the ex-chief of US Border Patrol said that "it is the political point" those people "are trying to make".

The president is holding out for the $5 billion wall he says is needed to protect Americans from illegal immigrants at the southern border.

The No. 2 House Democrat is blaming President Donald Trump for the partial government shutdown and says Trump is holding the government "hostage".

Democrats, who now control the U.S. House of Representatives, have rejected the Republican president's demand for $5.7 billion to help build a wall.

The first permits the president to use funding already allocated to military construction to begin "military construction projects not otherwise authorized by law".

"We're looking at a national emergency because we have a national emergency", Trump said, adding that he would decide "depending on what happens over the next few days".

He's also floated the possibility of declaring an emergency to complete his oft-repeated campaign promise.

"We don't think that's the American way", Hoyer told reporters on Tuesday. Democrats said Trump will face legal challenges if doing so.
