There has been widespread speculation that Mueller is close to wrapping up his investigation, and the White House and congressional leaders on both sides of the aisle are planning for any number of outcomes.

This downward trend could be explained by House Speaker Nancy Pelosi's (D-Calif.) recent remark that any attempt to remove Trump from office will not be worthwhile and even further divide the nation.

A change is underway as well among congressional Democrats, who have long believed the report would offer damning evidence against the president.

Mueller is preparing to submit a report to U.S. Attorney General William Barr on his findings, including Russia's role in the election and whether Trump unlawfully sought to obstruct the probe.

Trump and his outside attorneys have worked for months now to undermine Mueller and cast doubt on his eventually findings.
