European foreign ministers seek end of Libya fighting

The UN's human rights commissioner has warned attacks on civilians and civilian infrastructure in Libya could amount to war crimes.

"We need all the parties involved in this conflict to attend", Dujarric said.

A spokesman for the Tripoli-based Health Ministry said fighting in the south of the capital had killed at least 25 people, including fighters and civilians, and wounded 80.

The LNA has conducted air strikes on the south of the city as it seeks to advance along a road from a disused former global airport.

The conference would have brought together all factions in Libya in an attempt to find a political settlement to the turmoil that has gripped the north African country since Muammar Gaddafi was deposed in 2011.

It is three years since the United Nations helped to establish Libya's Government of National Accord (GNA), the body that was supposed to oversee the country's transition from being a militia-ridden wasteland to something approaching a functioning democracy.

The GNA was created from peace talks in 2015 but has struggled to take control of the country.

The general helped Gaddafi seize power in 1969 before falling out with him and going into exile in the US.

His LNA troops have continued to make advances, seizing the south of Libya and its oil fields earlier this year.
